Most AI governance content reads like it was written for someone who manages a 50-person engineering department and reports directly to the CIO. It assumes you have a security team that can evaluate tools, a compliance function that can write policies, and an IT organization that can deploy and monitor approved AI platforms.
If you are an ops leader at a company with 20-200 employees, you probably have none of those things. You have a team that is already using AI tools you did not approve, a growing list of workflows that could benefit from automation, and zero bandwidth to wade through a 40-page enterprise governance framework.
This guide is for you. It is the minimum viable AI governance plan that an ops leader can implement without an engineering team, without a dedicated compliance function, and without a six-month timeline.
Why ops leaders need to own this
The typical governance conversation goes: someone in leadership gets nervous about AI risks, IT gets tasked with writing a policy, and six months later a document exists that nobody reads and nobody follows.
Ops leaders should own AI governance for a practical reason: your team is the most likely to be using AI tools, and the most likely to benefit from getting governance right. According to IBM's 2025 Cost of Data Breach Report, 97% of organizations that experienced AI-related breaches lacked basic AI access controls. The gap is not between organizations that have fancy governance frameworks and those that do not. The gap is between organizations that have basic controls and those that have nothing.
Basic controls are something an ops leader can implement. You do not need engineering for it. You need clarity, communication, and the right platform.
Step 1: Figure out what is already happening
Before you govern anything, you need visibility. Here is how to get it without enterprise security software.
Run an anonymous survey. Ask your team three questions: (1) What AI tools do you use for work? (2) What tasks do you use them for? (3) What data do you typically input? Make it anonymous so people are honest. The answers will surprise you. Based on research from Harmonic Security, most organizations have three to ten times more AI touchpoints than they think they do.
Check expense reports. Look for subscriptions to ChatGPT Plus, Claude Pro, Jasper, Perplexity, or similar tools. Check corporate credit card statements for charges from OpenAI, Anthropic, or Google (Gemini). Each one is an unsanctioned AI tool that may be processing company data.
Review browser extensions. Ask your team to screenshot their browser extensions. AI-powered extensions that summarize emails, draft responses, or extract data from web pages are everywhere, and most require permissions that give them access to every page the user visits, including internal dashboards and CRM records.
The goal of this audit is not to punish anyone. It is to understand the current state so your governance plan addresses real usage patterns rather than hypothetical risks. Step 2: Classify your data into three tiers
Not all data carries the same risk. A one-page classification system is enough.
Tier 1 (restricted): never goes into external AI tools. Customer personally identifiable information (PII), financial records, employee data, proprietary source code, strategic plans, legal documents, anything covered by regulatory requirements (GDPR, HIPAA, CCPA). If you are not sure, it is Tier 1.
Tier 2 (internal): can go into approved AI tools with caution. Internal communications, meeting notes, project plans, marketing drafts, process documentation. Not sensitive enough to be restricted, but not appropriate for consumer-grade AI tools that may retain or train on inputs.
Tier 3 (open): fine for any AI tool. Public information, generic brainstorming, research questions, formatting and editing tasks that do not involve company-specific content.
Print this on one page. Share it with your team. That is your data classification policy. It does not need to be 20 pages to be effective.
Step 3: Provide sanctioned tools that people actually want to use
This is where most governance efforts die. Leadership bans the tools people love and replaces them with nothing, or with something so clunky that nobody uses it. According to Microsoft's Work Trend Index, 78% of AI users bring their own tools to work. You will not change that behavior by writing a policy. You change it by providing a better alternative.
The sanctioned tool needs to meet three criteria:
- It has to be as easy to use as ChatGPT (or your team will ignore it)
- It has to connect to the data sources your team already uses (or it will not solve real problems)
- It has to give you visibility into what gets built and what data gets accessed (or you are back to square one)

- If you are unsure whether data is Tier 1 or Tier 2, treat it as Tier 1.
- New AI tools must be reviewed before use. Send a request to [email or Slack channel] with the tool name and intended use.
- AI-generated outputs that go to customers, partners, or regulators must be reviewed by a human before sending.
Five rules. One page. Enforceable without a compliance department.
Step 5: Review quarterly, not annually
AI tools and capabilities change fast. A governance plan written in January may be outdated by April. Schedule a quarterly review where you:
- Re-run the anonymous survey to check for new unsanctioned tools
- Review the approved tools list and add or remove as needed
- Check if data classification tiers need updating
- Gather feedback from the team on whether the sanctioned tools are meeting their needs
If the sanctioned tools are good enough, shadow AI usage will decline organically. If it is not declining, the tools are not good enough and you need to fix the supply side, not tighten the rules.
